Andrey Tsyganov has been with the Federal Antimonopoly Authority since 1990 (economic council, Head of Division, Head of Department, Stats secretary - Deputy Chairman of State Antimonopoly Committee of the Russian Federation. In 1998, he was appointed Deputy Minister of the Russian Federation for Antimonopoly Policy and Support to Entrepreneurship. In 2004, he was appointed by Decree of the Government of the Russian Federation as Deputy Head of the Federal Antimonopoly Service. Mr. Tsyganov is in charge of issues regarding competition development and control over antimonopoly legislation in the industrial sector; real estate and chemical, timber and agricultural complexes. He is also in charge of international cooperation. He elaborated a number of legislative acts of the Russian Federation, such as the Law “On competition and restriction of monopolistic activity on commodity markets”, “On natural monopolies”, “On state promotion of small enterprises in the Russian Federation”. Mr. Tsyganov, likewise, has great experience in scientific research and management.
